Although tensions are easing, the political and security situation in Mali remains fragile.

After numerous clashes between politico-military groups in northern Mali in July and August 2015, which delayed implementation of the June peace agreement, there are signs that the violence is finally easing. The most recent example was the ‘pact of honor’ signed in Anefis between the leaders of the Coordination of Movements of Azawad and the Algiers Platform on 16 October 2015.

Although positive, this development should not overshadow the numerous issues that remain unresolved including the terrorist threat, which was long confined to the north and has now spread to the rest of the country and beyond.

The delays in implementing the peace agreement, the fragile peace in northern Mali and the expanding terrorist threat have cast doubt on the country reaching stability.

This week’s View on Africa will be presented by Ibrahim Maïga. He will assess the political and security situation in Mali since the signing of the peace agreement, focusing on the progress made and challenges that remain.

Vues d’Afrique : La fragile paix malienne est-elle durable?

Après de nombreux affrontements entre les différents groupes politico-militaires dans le nord du Mali, en juillet et août 2015, ayant retardé le démarrage de la mise en œuvre de l’accord de paix signé un mois plus tôt, les signes d’apaisement se sont multipliés depuis fin septembre. L’exemple le plus récent est la série de « Pacte d’honneur » signée à Anéfis entre les principaux dirigeants de la Coordination des mouvements de l’Azawad et de la Plateforme d’Alger le 16 octobre 2015.

Ces avancées ne doivent toutefois pas occultées les nombreuses questions qui restent encore pendantes y compris la menace terroriste, qui longtemps confinée dans le nord, s’est étendue au reste du pays et au-delà.

Les atermoiements dans la mise en œuvre de l’accord de paix, l’équilibre précaire trouvé au nord et l’expansion de la menace terroriste font par conséquent planer des doutes sur la stabilisation du Mali.

La présentation de cette semaine sera animée par Ibrahim Maïga. Il fera une évaluation de la situation politique et sécuritaire depuis la signature de l’accord de paix, en mettant l’accent sur les progrès réalisés ainsi que les défis qui restent.
