In a surprise move on 31 December 2016, political actors in the Democratic Republic of Congo (DRC) signed a comprehensive accord that sets elections for 2017 and stipulates explicitly that President Joseph Kabila cannot stand for another term or change the constitution in the period leading up to the polls. It’s a significant development, but the country is not out of the woods yet.

This View on Africa is presented by Stephanie Wolters, Head of the ISS Peace and Security Research Programme. She will discuss the latest developments, what drove Kabila to make such significant concessions and whether he is likely to stick to the terms of the accord, or simply use it to buy time.
