VACANCIES: IGAD COUNTER-TERRORISM PROJECT (ADDIS ABABA OFFICE)

The Institute for Security Studies (ISS) is a well-established independent, non-profit, policy research organisation with a focus on human security in Africa. Its mission is to conceptualise, inform and enhance the human security debate on the continent. With offices in Pretoria, Cape Town and Nairobi, the ISS plans to open an office in Addis Ababa to implement an IGAD project on countering terrorism in the region. Substantively the project is divided into four components namely: the enhancement of judicial measures; the optimisation of inter-departmental cooperation; the enhancement of border control; and information sharing, training and best practices – all framed within a context of a concern for the protection of human rights.
Salary: Competitive salaries are negotiable, based on qualifications and experience.
Assumption of duties: The positions are immediately available and, following a probationary period of six months, for a period of up to four years.
Head of Project
An experienced project head/senior research fellow with strong project management, report writing and research skills. This person will be responsible for all aspects of project management and coordination in close collaboration with the IGAD secretariat in Djibouti.
The successful candidate will be expected to manage and oversee the execution of the project in all its aspects, including: financial and research management; reporting to the IGAD secretariat, the ISS and donors; overseeing and building the project team in terms of project design, quality control, methodology and dissemination of results through publications and briefings.
Main functions
During start-up: office establishment including assistance with recruitment of several additional project staff.

Thereafter: implementation of the IGAD project on countering terrorism in the IGAD region. This is a multi-year project engaging substantial work in various IGAD member states, working in close collaboration with the IGAD secretariat in Djibouti and the ISS; undertake research, coordinate and respond to requests for strategic advice from IGAD Member States; and offer policy and strategic support to the IGAD Secretariat on counter-terrorism matters.

Senior Legal Analyst
An experienced senior legal analyst to develop a regional judicial strategy to counter terrorism in the IGAD region, working with national governments, international partners and regional organisations. The purpose is to:

Encourage and mobilise IGAD Member States to ratify the 12 international legal instruments against terrorism, the UN Convention Against Transnational Organised Crime and its Protocols as well as other international and continental instruments on terrorism.

Monitor developments in national legislation on terrorism, money laundering, organized crime and corruption, drugs and arms trafficking.

Encourage, mobilise, facilitate and provide assistance to IGAD Member States to develop and harmonise national legislation relating to terrorism, money laundering, organised crime and corruption, drugs and arms trafficking.

Facilitate technical assistance of the judiciary in Member States in relation to the legal aspects to counter terrorism.

Encourage the establishment of a regional judicial forum for information and exchange of best practices.

Encourage and support the finalisation and rapid ratification of the proposed AU Protocols on Mutual Legal Assistance and Extradition.

Advocate and support due respect and regard for human rights provisions as part of all counter-terrorism initiatives and efforts.
Requirements

Senior Counter Terrorism Expert
An experienced counter terrorism expert to maximise national resources towards combating terrorism by mapping the current actors and practices within IGAD countries, culminating in a process of information sharing to enhance inter-departmental cooperation and to encourage the establishment of national anti-terrorism coordination units where these do not exist.
Key activities

Country studies on counter-terrorism and of associated government agencies.

Work towards comparative best national practices for national coordination structures based on comparative practices.

Establish and coordinate a network of commissioned researchers.

Monitor recent national and international policy developments relating to counter-terrorism.

Interpret, analyse and evaluate relevant data.

Organise national and regional seminars.

Disseminate results through interaction with role players, briefing sessions and written reports.

Produce research publications of a high standard.

Senior Training Coordinator
An experienced senior training coordinator to support IGAD Member States in the development and provision of counter-terrorism training incorporating international best practices in the detection, prevention and countering of terrorism.
Key duties

The development and production of training material and of ‘train-the-trainer’ courses in collaboration with relevant national, regional and international organizations to group of investigators and policy makers from law enforcement agencies in the region.

The provision of lectures, training and input in the region upon request.
-
Convening an annual meeting of high-level national experts from the security, financial and diplomatic communities in the region to share lessons learnt and best practices.

Field Researcher
An experienced field researcher that can undertake practical assessments of border control along common borders in the IGAD region, working in close collaboration with government agencies and officials to improve inter-departmental and eventually regional cooperation on border control.
The successful candidate will be expected to develop and lead a joint research team, arrange and participate in various workshop, gather information from national departments concerned, draft high quality research reports, arrange and facilitate practical planning sessions at sub-national, national and regional levels.
