After the 9/11 attacks which placed transnational terrorism on the international agenda, the United Nations established a far-sighted response to terrorism. This approach held that adherence to rule of law and human rights principles was indispensable to countering terrorism in the long-term. Recent changes in the political and social landscapes in countries affected by terrorism have, however, presented new challenges for this global regime.

This seminar will launch the latest ISS paper on counter-terrorism policy written by Dr Jolyon Ford. The author will discuss the implications of these developments for Africa, the relationship between rule of law programming and counter-terrorism strategies, as well as lessons from the past decade.
