The drama surrounding the non-arrest of Sudanese President Omar al-Bashir overshadowed much of the proceedings at the 25th African Union (AU) Summit hosted in Johannesburg last week.

South Africa’s decision to host Bashir, despite its domestic and international obligations to arrest and deliver him to the International Criminal Court, distracted the AU from dealing with several important issues on its agenda.
