ISS Today: Should Diamonds be a Girl’s Best Friend?

ISS Today: 20 October:

Edward Zwick’s film “Blood Diamond”, starring Hollywood celebrity Leonardo DiCaprio as a South African mercenary and set in Sierra Leone during the 1990s, is set to open internationally on 15 December. Prior to the release, the publicity war has already begun. Diamond advocates are taking out full-page adverts in American newspapers and a website, www.diamondfacts.org, has been launched.

... A spokesperson for the Institute for Security Studies, Johan Burger, said that until 2004 the South African Police Service had provided additional assistance to cash guards by advising them on how to handle armed robbery situations.

ISS Today: South Africa: The 2005/06 Official Crime Statistics in Context

The release of the official crime statistics by the South African Police Service (SAPS) for the last financial year (April 2005–March 2006) on 27 September this year was bound to be controversial. The past six months have seen public fears growing about the development of a new crime wave.

ISS Today: Researchers Workshop in Nairobi a Great Step Forward Towards Addressing the Problem of Small Arms Proliferation and Human Security

More than a year ago calls were first made for holding a regional workshop of member states signatory to the ‘Nairobi Declaration and Protocol for the Prevention, Control and Reduction of Small Arms and Light Weapons in the Great Lakes Region and the Horn of Africa’. Signatory countries include: Burundi, Democratic Republic of Congo, Djibouti, Eritrea, Ethiopia, Kenya, Rwanda, Seychelles, Somalia, Sudan, Tanzania and Uganda.

 

ISS Programme Highlights: 17 October

This summary features highlights of ISS programme and staff activities during the week.

Most of this week will be taken up by preparations for and the holding of the ISS Council and Management Board meetings in Cape Town from Thursday to Saturday.

Regional Projects staff members have started preparations for the forthcoming Sixth Ordinary Session of the Pan-African Parliament.

The Arms Management Programme is preparing for a visit by Mr Joseph Musoni, Regional Specialised Officer, Firearms and Explosives Desk of the Interpol Sub-Regional Bureau for Southern Africa from 23 to 27 October. They are also busy with research on missing SANDF weapons in the DRC.

The Crime and Justice Programme is preparing for two seminars on crime statistics and on the Sexual Offences Bill.

The Defence Sector Programme is busy with preparations for the SA Army 2020 Vision conference. Colleagues from the programme will also attend the 7th Bruges Colloquium on Private Military / Security companies Operating in Situations of Armed Conflict from 19 to 20 October.

The Training for Peace Programme is busy with research in Liberia and is also following up on discussions with the APSTA president on plans for support to the AU’s African Standby Force.

The Corruption and Governance Programme is working on a brief for the redesign of the IPOC website as well as a new database on corporations and corruption in Southern Africa’s natural resource sector.

The Organised Crime and Money Laundering team is distributing invitations to the Dar es Salaam seminar on money laundering and the recovery of proceeds of crime.

Members from the Nairobi Office will visit RECSA to collect information on progress made in the implementation process of the Nairobi Protocol and to review the just concluded Regional Researchers Workshop on Human Security and Small Arms.

Some staff members from the Addis Ababa Office (ICPAT) will be visiting the Sudan between 14 and 18 October in relation to the programme’s border control component. The team is also preparing for liaison visits to UNODC, UNCTC and Interpol. A meeting with the Ambassador of Uganda was held to discuss the progress of and challenges faced by ICPAT. The ambassador reiterated her country’s support for the programme.

ISS Today: First Woman to Chair United Nations Disarmament and International Security Committee

ISS Today: 16 October:

For the first time a woman has been elected to preside over the United Nations First Committee - a sub-committee of the UN General Assembly that deals with disarmament and international security. The First Committee comprises all 192 members of the UN and meets annually in October for a 4-5 week session. It presents many resolutions to the General Assembly for consideration, which map the way forward for the promotion of global peace and security.
