ISS Today: 16 August

Guns fell silent across south Lebanon on Monday as a UN-brokered truce to end five weeks of fighting between Israel and Hezbollah went into effect. Just as the Hezbollah fighters were holding their fire, Israeli air strikes and artillery fire continued until a minute or two before the truce.

ISS Programme Highlights: 16 August

This summary features highlights of ISS programme and staff activities during the week.

Regional Projects are busy with preparations for the civil society human security focal point meeting and have been invited to attend a UNESCO meeting at ASEAN's Headquarters in Jakarta on Human Security on 26 and 27 October. The programme has been approached by the Stiftung Wischenschaft und Politik in Berlin to become part of a strategic dialogue between Germany, India, Brazil and South Africa.

The Arms Management Programme hosted Mr Isaie Bagabo from the Nairobi-based Regional Centre on Small Arms (RECSA) on a week-long fact-finding and capacity building visit and continues to make preparations for the researchers capacity-building workshop with RECSA and Small Arms Survey, which will take place from 25 to 27 September.

The African Security Analysis Programme will present a paper at the Goedgedacht Forum for Social Reflection in Cape Town on 15 August at a seminar entitled “What effect is the situation in Zimbabwe having on the SADC region?” The programme is also making presentations at an ISS seminar on the DRC elections this week.

The Crime and Justice Programme is doing research on the level of police compliance with cases referred to them by the ICD to discuss the Trafficking Task Team’s Annual Plan and is also meeting with BWWC to discuss a course for science students.

The Defence Sector Programme is attending the 16th International HIV & AIDS Conference in Toronto ending 18 August. Last week members were in Swaziland to meet with the Swazi Permanent Secretary for Defence. This week the programme has scheduled meetings with the Naval and Air Advisor to the British High Commisson in Pretoria in preparation of a briefing for the Africa Tour Team of the Royal College of Defence Studies when they visit Pretoria in October.

The Training for Peace Programme will continue with arrangements for the APSTA AGM (28 Aug) and the AU ASF Workshop (29 Aug – 1 Sep), as well as the EAPCCO UNPOC Task Team meeting (Kampala, 4-5 Sep). They are also busy with the facilitation of a module on Mainstreaming Gender in Peacekeeping Operations at the Civilian Peacekeeping and Peacebuilding Course (CPPC) being organised by ACCORD this week.

The Cape Town Office has been invited to speak at the Retail Trends Africa Summit scheduled for 4-6 October 2006 in Sandton on characteristic case studies of international money laundering trends in the retail industry. Colleagues from the programme met with consultants to discuss ideas on empowering local civil society groups to monitor corruption in service delivery and with the former chair of Transparency-South Africa. The programme is organising a methodology workshop on HIV/Aids for Friday 18 August.

The ICPAT Office in Addis Ababa held meetings in Kenya with counterterrorism officials, officials from the Ministry of Foreign Affairs, police officials and the representative of the IOM as a start of border control activities in Kenya. They are also busy drafting a Counter Terrorism Training Course Manual.

The Nairobi Office finalised preparation for ISS-SAS Uganda-Tanzania border arms flow research and met with RECSA to plan the September 2006 Researchers’ Workshop. In the next week, they will be in Uganda to conduct research on Uganda-Tanzania border arms flow, a collaborative effort between ISS and Small Arms Survey of Geneva, Switzerland.
