Debarment of corrupt businesses and individuals involved in public procurement in South Africa was the topic of a lively roundtable discussion at the Emperor’s Palace in Gauteng on Wednesday 24 May. Members of The National Anti-Corruption Forum including those from civil society, business and government converged to engage in the debates. A key focus within the discussions was the value and use of government and common databases of those debarred.

South Africa : Mercenary plot 'far fetched'

Speaking to AND on Wednesday, SA's Institute for Security Studies military analyst Henri Boshoff cast doubt on the validity of the charges saying that if indeed the suspects were plotting to distabalise the country in an attempt to create conditions for foreign countries to exploit the rich mineral resources of the DRC, their (suspects' individual countries) governments would never allow such activities by their nationals.

 

ISS Today: DRC: 32 'Mercenaries' Arrested in Kinshasa

Security agents in Kinshasa, capital of the Democratic Republic of Congo (DRC), arrested 32 foreigners on Tuesday for plotting a coup against the government of Joseph Kabila, Interior Minister Theophilus Mbemba said. "They came from Iraq, where they worked as soldiers," Mbemba said on Wednesday from Kinshasa. The 12 South Africans, 10 Nigerians and three Americans - all of whom the government describes as mercenaries - were working in Kinshasa for a private security company called Omega.

Noel Stott, senior researcher at the Institute for Security Studies' Arms Management Programme, reasoned that the new act demands a lot more from the police than the old legislation and that it would take time to phase in. "It's an incredibly comprehensive act, and they've had to put a lot of structures and personnel in place. We know the police are undercapacitated," he explained.

President Yoweri Museveni of Uganda has offered another chance to the leader of the Lord�s Resistance Army (LRA), Joseph Kony, to end the war which has ravaged northern Uganda for the last 20 years. According to a joint report published in The East African, Mr. Museveni has given the rebels up to the end of July to surrender or face a joint military action by Ugandan and SPLA Forces.

During his tour of the Northern Kenya districts of Marsabit and Moyale from 17-19 May 2006, H.E. Daniel T. Arap Moi, the former president of Kenya, said that he will consult with the Kenyan President Mwai Kibaki on the possibility of initiating the peace process between the Ethiopian government and the Oromo Liberation Front (OLF).

A UN-backed panel of African and Western power brokers Friday again criticised obstacles to progress in Ivory Coast’s delicate peace process, a day after a citizenship census started but a crucial disarmament exercise failed to take off. Meeting for the seventh time since its creation by a UN resolution last year, the international working group met as the clock continues to tick towards the October 31 deadline for new elections in the divided country.
