DRC: "Stronger Commitment" Needed for Peace

...In South Kivu, the Congolese army complained that it did not have vehicles to rescue the Kigalama villagers when they were attacked two weeks ago. 'This is not an excuse. Congo has a government and it must deliver to the population,' Jean Marie Gasana, senior researcher at the Pretoria-based Institute for Security Studies, said in an interview with IPS.

Private military contractors in Iraq and parts of Africa must obey international humanitarian law just like regular soldiers, the Red Cross says, but analysts warn enforcement may be difficult...

...Senior research fellow Richard Cornwell at South Africa's Institute of Security Studies said enforcement was difficult, particularly as the areas in which private military contractors operated were often lawless.

The Institute for Security Studies (ISS) paper, 'Organised Crime and Terrorism: Observations from southern Africa', argues that the region could be advantageous to trans-national terror groups 'if it can be used as a source, transit zone or market for high value narcotics' and money laundering.
The author, Charles Goredema, told Irin the region also had widespread poverty, 'which is always going to be a breeding ground' for ideologies that advanced by violent means.
