JOHANNESBURG, 11 January (IRIN) - South Africa emerged as Africa's main troubleshooter in 2004. Whether in the crisis in the Democratic Republic of Congo (DRC), Burundi, Cote d'Ivoire or even Sudan, South African president Thabo Mbeki's intervention - though not always successful - was sought by the African Union (AU)...

...South Africa has a set formula for conflict resolution, modelled on its own successful transition, noted Henri Boschoff, a military analyst at the Institute for Security Studies (ISS). The first step is to get all the parties to talk to each other, followed by a multiparty transitional government until general elections are held.

...According to a study of triads and Chinese organised crime in SA by Peter Gastrow of the Institute for Security Studies, large quantities of abalone are smuggled to Hong Kong and Singapore. Here, the possession or sale of abalone is not unlawful, and 'astronomical prices' are paid for the South African delicacy.

A Challenging Road Ahead for the Peer Review Mechanism

Since the African Peer Review Mechanism was launched about two years ago, less than half of the African Union’s 53-member states have acceded to the process – designed to improve governance on the continent...

...'Even countries that have acceded to the mechanism don�t know much about the process,' Prince Mashele, a senior researcher at the Institute for Security Studies in South Africa�s capital, Pretoria, told IPS Thursday. 'There is still a lot of misunderstanding about how this process works.'

 

Southern Africa: No Security Threat From Aids Orphans

The Institute for Security Studies (ISS), a South African think-tank, has argued that Southern African AIDS orphans might not pose the security threat suggested by some analysts.

In their report, 'A Generation at Risk? HIV/AIDS, Vulnerable Children and Security in Southern Africa', ISS says: 'While orphaning is on the increase and will have risen exponentially in most countries by 2010, relatively few children [are] living in situations of extreme vulnerability.'
