ISS Attempts to Join Basson Appeal Bid

The Constitutional Court reserved judgment on Wednesday on an attempt by the Institute for Security Studies (ISS) to join an appeal bid by the State against the acquittal of apartheid-era chemical and biological warfare expert Dr Wouter Basson.

The institute seeks permission to join the proceedings as an amicus curiae (friend of the court) to allow it to present arguments on the legal implications arising from the failure to hold Basson accountable under international law.

Triad Hitmen Were Smuggled In On a Ship

Peter Gastrow of the Institute for Security Studies said the triads often resorted to violence to eliminate competition or persuade debtors to pay money owed. 'There have been a number of what appear to be contract killings of Chinese business people in different cities in South Africa,' he said. The use of contracted hitmen was not a typical feature of triad operations. However, he said, some contract killings had been performed by 'professionals brought in from China'.

First ISS Publication Translated Into Korean

The first ISS publication has been translated into Korean. Defence Transformation, A Short Guide to the Issues by David Chuter (ISS Monograph 49, August 2000) was translated for use by the Korean armed forces.

 

South Africa: 'No Funds for Training Congolese Troops'

Johannesburg, 29 November (IRIN) - Lack of funds could hamper a joint South African and Belgian agreement to train troops for the Democratic Republic of Congo (DRC) before it goes to the polls next year, according to a senior security analyst. 'The two countries' intention to train six brigades [of about 3,000 soldiers each] will cost at least US $8 to $29 million [but] there are no funds available at the moment,' Henri Boshoff, a senior security analyst with the South Africa-based Institute for Security Studies told IRIN.

MoU Between ISS and Nairobi Secretariat on Small Arms

On 24 November, the Nairobi Secretariat on Small Arms and the ISS signed a Memorandum of Understanding for cooperation on issues related to small arms controls for the next three years. The MOU provides for engagement in areas of mutual interest in support of the implementation of the Nairobi Declaration and Nairobi Protocol on Small Arms, specifically in the areas of research collaboration and information exchange. The two organizations will hold their first joint workshop in March 2005, with a best practices review of public awareness raising, weapons collection and destruction.
