Crime can be reduced if approached systematically. At town and city level, the key is to develop a crime prevention strategy that focuses on a few problems. The social crime prevention unit of the South African Police Service, with the support of the CSIR and the ISS, developed this manual to help local governments formulate such a strategy. The manual responds to policy from the Departments of Safety and Security and Local Government that devolves responsibility for crime prevention to local government. The manual outlines practical steps to developing and implementing a strategy as well as the need for: leadership and management skills, the ability to co-ordinate a wide range of activities, the ability to sustain a project, contact with the community and funding..
